Description: Creates a 5x3 fog for 20 sec (max
2). Enemies in it are Blinded. Everyone inside:
normal ranged attacks on them get -50 HIT and
-75% damage, skill damage on them is -25%, and
offensive skills aimed at them fail 75% of the
time. Lasts twice as long on Deluge.
