Description: Toggle. Your weapon always deals its
maximum damage (no random spread).
While on, natural SP regen stops and
1 SP is drained at a set interval.
Use again to turn it off. SP: 10

[Lv 3]: 1 SP drained every 3 sec
[Lv 4]: 1 SP drained every 4 sec
[Lv 5]: 1 SP drained every 5 sec
